Shang Shengping

Shang Shengping joined CHINCA in 2001 and began to be responsible for promoting CSR and sustainability concept and practice among CHINCA’s members since 2009. He participated in the development of CHINCA‘s two guidelines on sustainable development,namely CSR Guidelines and Sustainable Infrastructure Guidelines for Chinese International Contractors in 2010 and in 2017 respectively. Dispatched by CHINCA,he worked in CNMI Chinese Economic Development Association (Saipan,US)in 2003-2006 and the Embassy of P.R.China in Malaysia in 2011-2015.

Tony Bonnicci

Tony is responsible for promoting public-private partnerships (PPPs) and sustainable finance in infrastructure development where he leads a programme at the United Nations Economic Commission for Europe (UNECE) in Geneva on building the capacity of governments to undertake successful PPPs and infrastructure projects in support of the United Nations Sustainable Development Goals.

Before joining the United Nations, Tony was a member of the Diplomatic Service of Malta between 1991 and 2006, and served as a senior diplomat in various countries, including Italy, Switzerland and the United Kingdom.

Tony has a law degree from the London School of Economics and Political Science in London, a master’s degree in diplomatic studies and international relations, and a Ph.D. in international law from the Graduate Institute of International and Development Studies in Geneva.

Christian Wertli

Christian Wertli is Head Infrastructure Solutions, and part the Swiss Re Public Sector Solutions (PSS) team. The PSS team is dedicated helping governments, government agencies as well as international organisations at all levels to strengthen their resilience strategies. In his role, Christian is working with financial sponsors, including governments, NGOs, multilaterals, investors and financiers, as well as contractors and intermediaries to ensure the resilience of their infrastructure projects.

Prior to this, Christian was Global Head Innovative Risk Solutions at Swiss Re Corporate Solutions responsible for new product development and the marketing, structuring and underwriting of bespoke risk and capital management solutions.

Christian worked for Swiss Re in London, Hong Kong, Singapore, the US and Zurich. Before joining Swiss Re in 1997, Christian worked for Credit Suisse in corporate lending and with Reinsurance Finance Consultants, a joint-venture between Swiss Re, Credit Suisse and Winterthur Reinsurance, in their financial engineering unit.

Christian is a Swiss and UK citizen. He holds an MBA from the University of Zurich, and a CPCU from the Insurance Institute of America.

Matthew Jordan-Tank

Matthew is the Director of Sustainable Infrastructure Policy and Project Preparation at EBRD, covering the energy, transport and municipal sectors. His work covers upstream policy support, PPP transaction advisory, and project preparation/technical due diligence and implementation issues.  Matthew also leads the Bank’s Sustainable Infrastructure advisory activities, dedicated to improving the quality of advice and efficiency of project preparation for both PPPs and public sector-based projects.  He is also active in various MDB, G20 and OECD working groups on global infrastructure support initiatives. Previously, he was Head of the Infrastructure Policy Unit at EBRD from 2014-2018, and Senior Urban Transport Specialist at EBRD from 2008-2013.  Prior to joining EBRD, he worked as a Transport Specialist for Inter-American Development Bank in Washington, DC and San Jose, Costa Rica from 1999-2007. He holds a Masters in Planning from the University of Maryland, USA.

Savina Carluccio

Savina is the Executive Director of the International Coalition for Sustainable Infrastructure (ICSI) and a fervent advocate of the role of civil engineers in tackling our society’s biggest challenges. She is an experienced Civil Engineer and infrastructure practitioner with almost two decades of experience advising government, infrastructure owners and operators, multi-lateral development banks and NGOs to develop and implement inclusive, sustainable and resilient infrastructure that is fit for the future. Prior to taking her role at ICSI, she worked as an Associate Director and infrastructure advisor at Arup and she was the Head of Guidance and Standards at the Resilience Shift. She also serves a member of Institution of Civil Engineers’ Advisory Board on sustainable and resilient infrastructure.

Experienced Managing Partner with a demonstrated history of working in the venture capital, private equity and investment banking industry. Skilled in negotiation, business planning, entrepreneurship, business development, and management. Built a successful career providing financial advice, raising capital, and investing in companies across the United States, Europe, and the Middle East, across a wide spectrum of risk ranging from Seed, Venture Capital, and Private Equity, and in a variety of industries including Real Estate, Hospitality, Health Care, Media, Sports, Retail, Logistics, Art, Agriculture, AgriFood, Technology, and Education.  Current investments are motivated by a deep desire to effect change in energy, tech education and responsible agriculture, in line with ESG principles.
